Our Company culture will make you feel right at home.The EDS Deputy Director is responsible for the day-to-day operations of the electrical utility functions, to include, but not limited to, operations functions and maintenance functions, scheduling, and dispatching work crews, employee development, coordinating maintenance scheduling, implementing preventative maintenance programs, ensuring job site safety and maintaining detailed records and documents. The electrical utility system includes two power plants (the Landfill Gas Power Plant/Gas Production Facility and the D-Street backup power plant with three diesel generators and associated tank farm), the Gas Production Skid, two sub-stations, and the electrical grid and associated equipment on JBER. This position will also oversee new construction projects, plan, and coordinate commissioning of new equipment, oversee, and give direct input into future project work or expansion plans, and provide input for the annual electrical utility operating budget. The position ensures compliance with regulations, permits, policies and procedures of the installation.Starting Salary Range: $135,150 – $147,870This is an in-person position located at Joint Base Elmendorf-Richardson, Alaska.What you will do
- Manage and develop the electrical front-line supervisors and employees ensuring compliance with Doyon Utilities’ policies and work procedures.
- Coordinate and perform periodic site inspections and provide feedback to the Director and construction project manager regarding QC compliance, safety issues and status of projects and activities by DU employees and DU contractors.
- Perform periodic audits and inspections to ensure proper accountability of materials.
- Review worksite logs, production reports and specification sheets to verify that reports adhere to quality control standards and specifications.
- Gather, enter, and review information for reports to outside agencies as well as enter/review the Operations and Maintenance Weekly and Monthly reports.
- Initiate the procurement of supplies and materials for individual jobs and maintenance activities and ensure availability of essential equipment to complete the job.
- Interpret engineering drawings, schematic diagrams, or formulas and confer with management and engineering staff to determine quality and reliability standards. If necessary, prepare sketches showing construction details and prepare materials lists.
- Provide technical support and oversite of outside engineering or specialty firms who are working on DU Electrical Distribution System projects.
- Participate in the preparation and development of the 5-year capital plan and annual O&M budget to include preliminary estimates and budgets as well as prioritizing projects.
- Ensure compliance with the Doyon Utilities privatization contract requirements.
- Ensure contract compliance with other organizations related to Doyon Utilities’ O&M responsibilities, i.e., Municipality of Anchorage Solid Waste Services, Western Energy Services, Enstar/NORSTAR.
- Write and execute routine and emergency switching orders.
Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver’s license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.Qualifications
- Bachelor’s Degree in Engineering, Process Technology or Construction Management, or equivalent combination of education and relevant experience. Required
- 7+ years of utility or construction industry or operation and maintenance of industrial facilities. Required
- 4 years of supervisory experience Preferred
- Proficient in Microsoft Office Suite.
- Experience with CMMS software (Maximo, preferred).
- Experience with SCADA systems and controls.
- Ability to work independently and highly motivated with a proven record of outstanding performance and integrity.
- Knowledge of the utility industry.
- Strong verbal and written communication skills.
- Understanding of interactions of power generation, substations and distribution systems.
- Extensive knowledge and proficiency in developing construction projects including job development and cost estimating.
- Effectively develop and implement a reporting mechanism to keep management advised of utility operations at the site.
- Maintain a working knowledge of regulatory requirements, especially as they are dictated by EPA, OSHA, ADEC, Regulatory Commission of Alaska and other agencies.
- Maintain a working knowledge of contract requirements, i.e., Utilities Privatization Contract, Municipality of Anchorage Master Implementation Agreement covering landfill gas provisions, Western Energy Services maintenance agreement for landfill gas engines/generators, Enstar/NORSTAR natural gas distribution operations and maintenance contract.
- Establish safe working practices in accordance with the corporate safety program and JBER safety directives.
- Experience using a computerized electrical system modeling software such as ETAP, SKM or EasyPower is a plus. (ETAP is preferred.)
- Must have a good general knowledge of construction, operational processes, and maintenance.
- Ability to maintain strict confidentiality.
