- Audits timesheets for proper entry against timecard records; ensures leave is properly accounted and coded; verifies and corrects entry of overtime and premium pay. Resolves any time discrepancies with supervisors. Prepares and processes all personnel action forms including new hires, terminations, FML, workers compensation, disciplinary actions, and all required Human Resources paperwork. Ensures all human resource actions are in compliance with County, FLSA, State, and federal laws. Counsel’s employees on County policies and assists employees with benefit enrollment. Registers and ensures new employees receive appropriate new hire training. Tracks and coordinates training for employees. Serves as managerial resource to staff for personnel, human resources, and disciplinary actions.
- Maintains asset management system (Cartegraph) and project records. Inputs culvert requests and prepares invoices for billing applicants in accordance with Court-approved material costs. Develops workflow processes and procedures to transfer information from staff, employees, and field operations into business environment.
- Generates requisitions for purchasing materials, supplies, and capital equipment. Receives materials into SAP. Approves requisition payments, monitors blanket purchase order balances, audits invoices against delivery tickets, and certifies amount of payment for roadway materials to Auditor’s Office. Tracks all purchases against budgeted line items and maintains current balances on blanket purchase orders. Collates in-house budget spreadsheets against published budget and reconciles any discrepancies. Keeps record of all credit card purchases, audits invoices, and verifies payment.
- Analyzes needs and develops budget for business functions of department. Collates budget needs from other supervisors and inputs overall department budget. Tracks and monitors all expenses for entire department budget and adjusts accordingly.
- Supervises other office and facilities personnel. Manages financial tracking of department projects including transportation bond programs, road and bridge improvements design and construction, professional services agreements, permit fees, and plat application fees. Assists with Drop-off Station program and issues related vouchers based on materials being recycled. Reconciles billing from municipalities against vouchers issued. Audits project records and expenditures from project conception to final closure.
- Conducts research for the development of executive initiatives as directed by the Director of Transportation Services. Ensures compliance with applicable laws and regulations as they relate to actions directed by the Transportation Services Department, contract processing, publication notices, meeting postings, etc.
- Serves as financial record keeper for the Tarrant Regional Transportation Coalition.
- Organizes, files, and maintains all employee personnel files and confidential information, project files, and purchasing records in accordance with retention laws.
- Receives telephone calls, mail, and visitors and refers to appropriate person. Takes messages, answers questions, and provides information as needed. Acts as a liaison between precinct constituents, County departments, and Commissioner’s office.
- Coordinates Pre-Construction Advisory Committee meetings and responds to general questions from the public and development community regarding the County’s jurisdiction in the unincorporated areas and pertinent development requirements.
- Performs all other duties as assigned or required.
Minimum RequirementsNOTE: You must fill out the work history and education sections of application to show you have years of experience/education as required by hiring department or be disqualified.Must have a Bachelor’s degree in business related field + Three (3) years of full-time work experience in related field (administrative, payroll, human resources, purchasing, accounting, or recordkeeping) required, SAP experience preferred.Must have an Associate’s degree in business related field + Five (5) years of full-time work experience in related field (administrative, payroll, human resources, purchasing, accounting, or recordkeeping) required, SAP experience preferred.Must have a High School Degree or GED + Seven (7) years of full-time work experience in related field (administrative, payroll, human resources, purchasing, accounting, or recordkeeping) required, SAP experience preferredEffective verbal and written communication skills, excellent math and accounting skills, ability to multi-task and be detail-oriented, and proficient typing and computer knowledge including spreadsheet and other common office applications required.Knowledge of County policies and procedures preferred.IF HIRED, MUST PROVIDE PROOF OF EDUCATIONAL ATTAINMENT AT NEW HIRE PROCESSING OR DURING THE PROMOTIONAL PROCESS.Tarrant County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past seven years and may include credit reports, motor vehicle records, employment records and educational attainment.
