For more information review the NEOGOV andGeneral ResponsibilitiesUnder the general direction of the Associate Director of the Construction Services Group, the Building Commissioning Senior Manager will identify and provide planning services to potential contracting districts. This position will provide contracted districts with building commissioning and energy management and leadership services; including planning, testing and reporting on new and/or existing facilities, and utilizes existing resources to devise innovative solutions to increase efficiency and effectiveness.INTERNAL APPLICATIONS ONLY

The full salary range for this position is $136,880.15 – $164,938.37. Offers are made at the beginning of the range.Assignment:

Essential Functions/Other FunctionsEssential Functions: * Develop building commission plans specific for the projects assigned.
- Provide management services that may include overall responsibility for administration of the building commissioning contract and related functions.
- Assist the Associate Director with developing and monitoring of project budgets and schedules, ensuring projects meet budget and timeline for completion.
- Assist districts with the development of maintenance schedules, training of maintenance staff, and/or retro-commissioning of existing buildings, and developing scope of work proposals.
- Provide field report following site visits and produce monthly progress reports to the District and other stakeholders.
- Provide technical assistance and collaboration with the Associate Director in performing testing, field reports, verification and witnessing various commissioning activities.
- Consult with Project Engineer on design of systems, field findings, mechanical corrections needed, or other engineering comments needed to ensure working systems meet District needs.
- Troubleshoot mechanical systems and make recommendations for correcting problems.
- Review and stay abreast of Operation and Maintenance (O&M) manuals, training materials, as-built drawings, and submittals.
- Stay current with Washington State law and OSPI requirements for the build environment.
- Manage personnel and budgets.
- Work with Associate Director to identify professional development and certification opportunities for staff.
Other Functions: * Manage multiple concurrent projects.
- Maintain project records.
- Establish and maintain effective working relationships with diverse workforce, school district personnel, contractors and other K-12 project collaborators.
- Assist and mentor Commissioning Project Managers.
- Other related duties as assigned.
Minimum/Preferred Qualifications & SkillsMinimum Qualifications: * Bachelor’s degree in Construction Management, Architecture, Engineering, Business Management or related field and five years of experience with facilities operations and maintenance, mechanical systems, or electrical systems; OR an Associate’s degree and seven years of experience with facilities operations and maintenance, mechanical systems, or electrical systems; OR a High School Diploma/GED and ten years of experience with facilities operations and maintenance, mechanical systems, or electrical systems.
- Experience with common HVAC systems, building or testing, and balancing automation controls
- Experience with MS Office programs.
- Effective communication skills, both oral and written; ability to plan, organize and prioritize work tasks.
- Experience working independently or as a part of a diverse group of people.
- Experience reviewing and understanding design drawings, specifications and submittals.
Preferred Qualifications and Skills: * Building Commissioning experience and certification.
- Certified Energy Manager and/or Certified Energy Auditor.
- NEBB certified or equivalent TAB credentials or facilities maintenance background with detailed knowledge of building automated control systems.
- Value engineering or cost cutting experience with mechanical systems.
Working Conditions/Employment RequirementsWorking Conditions/Physical Requirements: * Extended or flexible hours as necessary, may include occasional evening and weekend work.
- Frequent travel in state-wide ESD service regions, including overnight travel.
- May work in a variety of settings, including outdoors, on construction sites, or in office environments.
- May require some lifting, pushing, pulling and significant fine finger dexterity.
