Minimum Qualifications:
- High school diploma plus six (6) year’s experience, or any combination of education and experience equal to six (6) years, working with youth in the areas of employment and job/life skills training, and related areas dealing with youth employment/education issues.
- Extensive knowledge of community resources and ability to work efficiently with public and private agency professionals.
- Broad knowledge of assessment, service planning and service coordination in working with adolescents and families.
- Ability to exhibit an emotional maturity and good judgment, to include high standards of morals and speech.
- Must have good written and oral communication skills.
- Must be able to use discretion in all facets of work-related situations.
- Ability to perform all work rapidly and accurately, meeting all dealings when applicable.
Job Characteristics/Physical Demands:This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, business employers, community residents, parents and local government agencies.Strict adherence is required to all regulations concerning confidentiality.A physical is required upon hired, and may be required intermittently.A background investigation to include fingerprinting will be required.Frequent travel is required. Duties and Responsibilities (Not Inclusive):
- Outreach and recruitment of participants eligible under WIOA to participate in the program.
- Respond to all participant inquiries and referrals within two (2) business days.
- Make contact with referral lists by designated due date documenting all contacts as instructed by Manager.
- Determine eligibility and gather all required documentation for completion of intake.
- Perform intake and assessment of eligible participant utilizing the established WIOA forms and processes.
- Adhere to the e-file process under WIOA for all participant files which requires entering and tracking all services/outcomes, case notes, and Individual Development Plans into state database system and any other required system, and uploading all required documentation.
- Enter and update all participant information into WCOS (state database) on a timely and consistent basis for reporting and audit purposes and to avoid system closures.
- Ensure all eligible participants receive proper services as indicated in their Individual Employment Plan (IEP) that is aligned to the Performance Measures through referrals to partners and community resources.
- Update the participants IEP every six months to determine progress and additional need.
- Make available all fourteen (14) youth elements under WIOA to program participants.
- Develop partnerships with other agencies or programs to provide any of the 14 elements not directly provided by the program. Maintain the partnership grid with these partnerships eliminating any gaps.
- Develop a service plan with each participant that ensures they receive a minimum of four (4) youth elements.
- Maintain both active and follow-up caseloads throughout the program year to ensure services provided result in the required performance measures.
- Maintain participant files and all required forms (case notes, IEPs, etc.) on each participant as assigned by the Program Manager.
- Conduct follow-ups on all exited files each month to meet all outcomes adhering to follow-up procedure.
- Provide services in any special projects identified throughout the year utilizing the same aspects of recruitment, intake, placement, referrals and data entry as year-round program.
- Coordinate with business employers to develop worksites in the public and private sectors for all eligible participants enrolled in the program.
- Coordinate with Business Practitioner on business development to avoid duplication and seek assistance when needed.
- Provide orientation with all established worksites and on-going assistance with regard to program requirements, program regulations, child labor laws, workers compensation, timesheets, etc.
- Place eligible participants at established worksites aligned to their career interest/pathway that adheres to all federal, state and local employment laws.
- Monitor participants and worksites on a regular basis throughout the program year documenting interaction and results with worksite supervisor through case notes in WCOS.
- Provide ongoing case management to participants to address needs and document in participant file and in WCOS.
- Facilitate pre-employment and life skills training (BEST & Why I Work) throughout the program year for all participants placed to work.
- Authorize according to policy and process participant payments for all services to include work experience, ITA’s, OJT’s, stipends, supportive services, etc. in adherence to established procedures and by due dates.
- Maintain record of all participant payments and hours so as not to exceed authorized hours.
- Communicate remaining hours effectively to participants and worksites so as not to exceed authorized hours.
- Exit participants from the program adhering to exit policy and procedures.
- Coordinate with the Job Center partners to partner on job fairs and other recruitment events.
- Attend and/or recruit participants for two (2) job fairs each quarter.
- Share all job fair information with active and exited participants for employment opportunities.
- Participate in staff and individual meetings with Manager to coordinate youth services for youth or for professional development purposes.
- Work with Business Development Team in your center and attend meetings to develop collaborations with key industries regarding job opportunities for participants.
- Maintain effective and working partner relationships with school districts, juvenile probation office, higher education providers, government agencies, business community, community organizations, neighborhood associations and any other essential partner to enhance program services.
- Participate in partner meetings to promote the program and develop partnerships that lead to co-enrollments.
- Familiarize and adhere to the programs Reference Guide which contains all required procedures and directives of the program.
- Familiarize and adhere to all US Department of Labor job regulations including new amendments and issuances.
- Familiarize and adhere to all local board and state policies in relation to program operation.
- Responsible for understanding, implementing and enforcing all child labor laws.
- Prepare and maintain all participant files for audits throughout the program year by the local administrative, state and federal agencies working with the Quality Assurance Coordinator to address Desk Reviews or QA checks.
- Work with Quality Assurance Practitioner to complete all required corrections related to WCOS entry and/or performance data.
- Provide transition services to participants for continued services and outcomes.
- Complete and submit any requested reports including success stories and in/out timesheets by the due date.
- Participate in the Peer Model with staff in the same program and position to exchange best practices and provide information, support and mentoring.
- Complete 24 hours of training each program year related to position for continued knowledge and professional development.
- Meet monthly benchmarks on established performance plan developed by management that is aligned to contract goals and outcomes.
- Enter monthly outcomes on performance plan by due date and participate in reviews of the plan with Manager.
- Other duties as assigned.
Expected salary: $25.49 per hour
