The responsibilities of this first-of-its-kind office are related to accountability and coordination in addressing regulatory and policy barriers as well as financial resources to advance housing production, affordability and choice. The primary purpose of this position is to serve as the HAPO’s administrative and operational support. This position will have a pivotal role in supporting, establishing and maintaining procedures and controls for HAPO’s initiatives that advance housing production in partnership with developers, the State, and local governments. The person in this position will advance the department’s commitment to facilitating increased housing production, affordability, and choice as well as Governor Kotek’s housing initiatives to produce 36,000 units of housing per year for the next ten years. As the new HAPO Administrative Specialist (AS 2) you will:
- Participate and engage in efforts to further agency wide efforts to develop and implement equity.
- Provide administrative and logistical staff support for the HAPO.
- Draft routine letters and contracts, maintain files and databases ensuring they are uniform, comprehensive, and recorded/archived in accordance with program protocol.
- Act as liaison between agency and other State agencies or the public in communicating program goals and objectives.
- Establish and maintain procedures and controls for HAPO’s requests for technical assistance to local governments, and developers who are experiencing permitting and land use barriers related to housing production.
- Coordinates projects or other activities with developers, local governments and State agencies to accomplish identified goals and objectives.
- Monitor program activities for compliance with State laws, provider eligibility, client needs, subcontractor, vendor, or client abuse or fraud
- Ensure equitable delivery of services to staff and community partners including but not limited to Tribes, state agency partners, local government elected and appointed officials, staff, service providers and other community members.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
