The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations.Primary Purpose of the Organizational Unit:
Learning Management and Operations provides learning and development, documentation, and operations support for the agency. Our Learning Management program creates a curriculum framework that provides an adaptive and best-practice approach to learning management. This program serves diverse audiences, including state board staff, county board staff, campaign treasurers, and the general public. Additionally, this organization unit supports operations across the agency, to include physical and email, phone support, and receipt of agency materials.Primary Purpose of the Position:
The Instructional Designer is responsible for creating engaging and effective learning experiences. Using best practices from adult learning theories, design theory, and creative writing, the Instructional Designer works with agency stakeholders to shape, develop, and deliver eLearning, workshops, job aids, and other instructional materials for internal and external learning.Description of Work:
Learning Object Creation
- Design learning objects including but not limited to eLearning modules, PowerPoints, course assignments, and assessments
- Use templates to create job aids, user guides, standard operating procedures, and other written materials
- Analyze, updates, and refines existing instructional content
Instructional Support Material Creation
- Develop instructor’s manuals, rubrics, and other teaching tools
- Create modules and storyboards
- Develop template designs for courses
- Write scripts for video and audio content
- Create or modify document templates
Training Consultation
- Conduct training needs analyses
- Collaborate with subject experts to develop and update course content
- Advocate for and research best practices for adult learning strategies and methodologies
Knowledge, Skills and Abilities / Competencies
- Experience with animation software such as Vyond
- Experience with Articulate
- Knowledge of adult learning models
- Knowledge of visual design and composition
- Excellent project management and organizational skills
- Ability to collaborate with stakeholder to translate needs into deliverables
- Experience with design platforms, such as Adobe Creative Cloud products and Articulate products
- Excellent written and oral communication skills, including the ability to effectively convey technical information to non-technical colleagues and clients
- Ability to prioritize and manage multiple simultaneous deadlines
Management Preference (not required)
- Experience with Video Editing
- Experience with Graphics Design
