POSITION SUMMARY:This is professional and technical work supporting the legislative, budgetary, and policy roles of the County Council. Work includes drafting legislation, researching, reviewing, and analyzing legislative, budget, and policy issues; providing liaison with government agencies in support of policy issues before the Council; providing staff support for Council meetings and for special studies undertaken for the Council; communicating with agencies and with the public on behalf of the Council’s initiatives.
CLASS DESCRIPTION:Performs advanced professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes the analysis and coordination of complex administrative matters; researching, reviewing, and analyzing legislative, budget, personnel, purchasing and policy issues; and supervising one or more major functional office programs or activities. Include the following. Other duties may be assigned.Researches issues in policy and law; drafts legislation and amendments; coordinates development of legislation with County agencies and with the Office of Law; provides for communication with external organizations and constituencies in development of legislation, as directed.Analyzes legislation; with the auditors, interprets fiscal and policy implications of legislative proposals; prepares testimony and presentations related to legislation.Identifies trends, policies, model programs, and issues pertinent to Council interests; researches and analyzes policy issues as assigned; develops options for policy initiatives; provides staff support for policy studies by Council and Council appointed bodies as assigned; monitors and reports on the impact of state and Federal policy on local government operations and policy.Provides technical support, advice, and information supportive of Council members’ responses to constituent concerns; provides liaison with County agencies, professional, civic and community organizations to identify trends, policies, and issues in assigned areas of responsibility; provides liaison with state, Federal and other local agencies in assigned areas of responsibility.Acts as a resource for the preparation of speeches or remarks; provides background information for public events; coordinates and oversees public relations conducted on behalf of the Council, as directed.Coordinates with the Auditor the analysis of capital and operating budgets as they pertain to policy; summarizes policy implications of budget proposals; advises Council of budget recommendations and issues identified by organizations receiving County funds or impacted by County funds.Recommends resources to improve office research and legislative functions; maintains records and resources on issues and programs; and recommends improvements in office processes.Provides staff support for ongoing Council involvement in ongoing County processes, such as development of the General Plan, Charter revision, transition.Assists in development and execution of training and induction for new staff and Council members, as needed.Provides staff support to Council in legislative sessions, public hearings, work sessions, including night meetings; staffs meetings of Council members and/or citizens on pertinent issues; may attend meetings of County agency groups, external groups, professional organizations to monitor activities and to summarize policy.SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.Bachelor’s Degree and four (4) years related experience or an equivalent combination of education and experience. PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of the legislative process.
- Knowledge of intergovernmental roles and relationships.
- Knowledge of methods of research.
- Knowledge of government capital and operation budget processes, particularly at the local level.
- Knowledge of policy development.
- Knowledge of County government operations, organization, and responsibilities.
- Ability to draft legislation.
- Ability to conduct research, to identify sources of information; to read critically and think analytically.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships.
