Job description: Business Process AnalystAt Leidos, our Digital Modernization Sector brings together our digital transformation and IT programs, allowing us to better serve our customers through scale and repeatability.We are in search of a Business Process Analyst to support our FAA customer within the Business Financial Organization. As a member of the Systems Support team, you will play a valuable role with a wide range of projects and programs in the Government Finance arena. The successful candidate must support the development and maintenance of financial management Standard Operating Procedures (SOPs), training materials, the Financial Manual Policy, the Financial Question and Answer (Q&A) site, and Continuity of Operations Plan (COOP).Responsibilities Include:Financial Standard Operating Procedures SupportProvide support to develop, revise, and maintain financial SOPs, Desk Guides, User Guides, guidance, and financial policy documentation in accordance with Federal laws, regulations, guidance, and policiesProvide support to compile fiscal policy documents from FAA, Office of the Secretary of Transportation (OST), Office of Management and Budget (OMB), Government Accountability Office (GAO), and other sourcesProvide support to compare existing and draft Financial SOPs. Conduct research and outreach to verify SOPs comply with existing government policies, including, but not limited to, FAA Travel Policy, FAA Financial Manual, FAA Acquisition Management System (AMS), financially related portions of the FAA HR Policy Manual, and GAO Red Book. Provide draft revisions of SOPs based on non-compliant issues identifiedSupport the development, update, and delivery of SOPs, policy, and other financial guidance.Work directly with the Subject Matter Experts (SMEs) during the development of training materials, manuals, SOPs, Desk Guides, and other documentation to ensure all material is revised, edited, and correct.Financial Training DevelopmentProvide support to make recommendations for a standard training protocol for financial roles within the FAAProvide support to develop training materials that revise, and maintain instructor, participant, and presentation versions of classroom, virtual, and hybrid financial training courses for the FAA.Provide support to complete ad hoc analysis of financial training course data, trends, and issues.Provide support to design and facilitate training for instructors and Subject Matter Experts (SMEs)Financial Manual SupportProvide support to manage the development, maintenance, and update of the Financial Manual and its appendicesProvide support to compile fiscal policy documents from FAA, Office of the Secretary of Transportation (OST), Office of Management and Budget (OMB), Government Accountability Office (GAO), and other sourcesProvide support to compare existing and draft Financial Manual sections, chapters, volumes, and appendices. Conduct research and outreach to verify compliance with existing government policies, including, but not limited to FAA Travel Policy, FAA Financial Manual, FAA Acquisition Management System (AMS), financially related portions of the FAA HR Policy Manual, and GAO Red Book. Provide draft revisions based on non-compliant issues identified.Support the development, update, and delivery of Financial ManualsFinancial Q&A Site SupportProvide support to research pertinent laws, policies, and guidance and respond to incoming incidents by answering the question directly or redirecting the question to the appropriate subject matter expert.Continuity of Operations Plan (COOP) Support and Emergency PreparednessProvide support to assist in the development and maintenance of ABA’s COOP and identify and distribute emergency preparedness resources (documentation).Basic Qualifications:Bachelor’s Degree or Master’s Degree6 to 8 years of professionally relevant experience.Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).Above average writing skills and experience drafting and editing Standard Operating Procedures (SOPs)Ability to obtain and maintain Public Trust Suitability.Preferred Skills:Experience creating training materials.Have knowledge of FAA financial systemsHave knowledge of FAA infrastructurePrevious work as a team member assisting operations or logistics to the FAA or other Federal AgenciesCLEARANCE REQUIRED:Public TrustOriginal Posting Date: 2024-08-22While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range: Pay Range $68,900.00 – $124,550.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
